Handwritten Minutes from the Management Committee Meeting 11th September 1900

The business done at the Board meetings was quite varied as can be seen from the following minutes.

  • The Farm Book was considered and approved. It was decided not to replace the three dry cows reported upon but to feed some oil-cake to them. A further report to be made at the next meeting.
  • The Chairman was requested to make arrangements to have the sow and bonhams advertised for sale at Marsh’s Saturday Sale inspected and if thought desirable, purchased for the institution.
  • On the motion of Mr Cronin it was decided that the bread remaining over from the meals should be weighed each day for a month and the result submitted to the next House Meeting.
  • The Agent for the Southern Insurance Company, Mr Clare, having died – application was made by the General Accident Insurance Company for the risks to the Asylum is £10,000. The Committee recommended that the premium be paid through Mr James Donovan.
  • The RMS (Resident Medical Superintendent) submitted a report on dietary scales in use in Irish Asylums which was directed to be presented for the information of the next House Committee.
  • The Complaint of M O’Gorman with reference to visiting of patients was considered and the recommendation of the RMS was approved. The Committee would not recommend any departure to the visiting times.
  • The RMS reported that since Attendant Linton had left the service, there was no one to play the harmonium in the Protestant church. The Committee recommended that, if there was no objection, Mr Devlin (Band Master) should be requested to perform the duties, and failing that the RMS should be requested to make some arrangement of a temporary nature.
  • The Committee recommends that the funeral expenses of the late Attendant Connor be defrayed to the extent of £10.. he having contracted the illness through which he lost his life in attending upon Typhoid cases – provided there is a precedent for such payment and – in case of a surcharge – an indemnification be given by his father.

This concluded the business of the meeting.

We might have thought that all Attendant’s names would appear in the Register of Male Attendants, however, it seems not to be the case. I have come upon a reference to an Attendant Geary whose name appears in the Minutes of the House Committee but not in the Register.

Attendant Geary and his colleague expressed their dissatisfaction at the pace of promotion. They made a complaint to the House Committee and were, probably horrified when, they were called before the board to make their case. The minutes record.

“.. in previous years, Attendants with shorter service had been promoted and they [Geary and his colleague] had acted as Second in Charge of a ward – they did not insist that any Attendant had been promoted over them. The Resident Medical Superintendent explained that there were a fixed number of Attendants in each class. That promotion from 3rd Class to 2nd Class almost always went by seniority, that Geary was Second Senior in 3rd Class and his colleague 6th from the top of the list but stated that neither of them had shown much proficiency in the knowledge of rules and duties when recently questioned by him. [If they were now regretting going before the board, things were about to get worse for them]
In reply to a question as to their conduct, the RMS stated that Geary was an intelligent man of good character but his colleague had twice been reported for drunkenness. In the view of the Committee it was considered that in promoting Attendants from a lower to a higher grade, the mere fact of seniority without thorough competence gave no claim to promotion and it should be an instruction of the RMS that in all cases where advancement in the service was to take place that an examination as to the qualifications and character should be made before any promotion and that an Attendant whose qualifications and competence were not satisfactory should not be promoted into the next class..”

The Asylum hired a special clerk to record the names of the staff who were on the premises at midnight on Census night. the information recorded includes name, age, where they were from and rank. Disappointingly, the records only state if the staff were from the City or the County instead of the actual address.

1907

15th May 1907.

A letter sent into the board from the female attendants seeking an extension of liberty and granting a pass for the opera. The Committee agreed with the RMS that the hour of return was quite late enough and the conditions laid down by him regarding a special pass to the opera were reasonable and proper. However, different rules applied to the married male attendants – on the 13th November an application for married attendants to get an extra nights leave was left in the hands of the RMS. Also the Ration Allowance was turned into a monetary payment and Attendants were allowed to go home for their meals provided they could find accommodation close enough to the Asylum to allow them to do so.

Trade Union activity was just beginning in the Cork Asylum. Michael Rogers was the Secretary. On 22nd of October he wrote to local Members of Parliament

“At a general meeting of the staff of the above, it was unanimously resolved that in consequence of our ever increasing responsibilities, together with the excessively long and trying hours of duty, of the mental and physical strain appertaining to our daily routine with practically no opportunities of precuring any recreation or relaxation after our day’s duty s performed, many of us are too fatigued to spend even half an hour in the bosom of our families before retiring. Again the risks of accidents and many other (indecipherable) to our daily work. we therefore respectfully solicit the sympathy and support of all the Irish Members, particularly the City and County MPs towards a movement to address at least some of our grievances which will, we believe, be introduced in Parliament next session, that copies our resolution be sent to all County and City MPS.

I beg to remain, Sir, your obedient servant

A Typical Day’s Work in 1910 for a young fellow starting in the Asylum

From private note book of John T Collins – who started work in OLH in April 1910. This seems to be notes to himself as a very new attendant – he seems to be trying to remember what a typical day involves

“Then bees waxed and scrubbed [seems to be referring to polishing and scrubbing the floor of the ward]. This should be done by 10.30. Then all go out to the working gang [back in the day patients were grouped together according to the work that they may do]. Exercise of …… (cannot make out the word) all are counted at Hall and again coming back every two divisions [he seems to be talking here about the patients being counted in the dining hall as they go in for their breakfast according to the wards they are on – Divisions) .. “go together in each working gang. They are counted going out the hall again at the corridor door [while leaving the dining room, the patients are again lined up in the corridor and counted].. leading out again at the gate of the exercise grounds and the gate of the working field [it seems now that the patients have left the dining room and are going to where they are supposed to be working without returning to the wards. Some of the patients are not going to work on the farm but some are. Everyone passes through the Exercise Yard and those who are in the working gang continue on to the working field – that is – the farm while those who are not working will stay in the exercise yard]

Author’s  comments.
Incredible as it seems, the day’s work described by John T Collins in 1910 as a young fellow coming into the service, was exactly like the day when I came in in 1984. I can understand it perfectly. I came in I was sent to St Patrick’s 1 Ward – it was a shocking place and I am certain (looking back) that the Charge Nurse didn’t want a new young fellow like me observing the ward routine. So, after the patients breakfast – which in my time was on the ward – I was sent with a group of “good patients” up to St Oliver’s Ward – a ward that they called Occupational Therapy – but really was just a place to sent patients who were “too good” for the ward that they had just left. We took the patients to the “exercise yards” except we called them “Airing Courts” [not to be confused with the 19th century Airing Courts] where patients, charge nurse and everyone laid out in the sun

Rev. James O’Flynn. 1881 – 1962. Appointed 16.6.1913. Roman Catholic Chaplain Born in Blackpool, Cork, he went to the Mon and afterwards Farrinferris. Ordained Maynooth 1909. Appointed teacher in Farrinferris and Chaplain to the Cork Asylum. During his time at the Asylum he became sympathetic to the Nationalist cause. IRA men on the run knew that the Asylum was a safe place for them. Bishop Coholan cautioned him about his political activities “Ireland’s does not need any more martyrs”. But Fr O’Flynn drove to the Bishop’s Palace on his “red India motor cycle with side car” and declared “I’m for De Valera, I voted Sinn Fein last December and I subscribed to the Sinn Fein loan”. He then produced a reciepe signed by Michael Collins. He was moved from the Asylum soon afterwards to the North Parish where one of his first jobs was to assist at the funeral off Terence McSweeney. 1917

Letter written in 1917 by Asylum Attendants Union Secretary (Cork Branch) John T Collins outlining reasons why staff should get a pay rise.

Male Third Class Attendants received 20 pounds a year rising to 50 pounds for a Charge Attendant. In addition they received Beer Money, Band Money, Red Book Money and Fire Brigade Money. A Third class man could expect to be promoted to Second Class after 9 years and to Charge Attendant after 16 years.  Hours of Duty; 6AM to 8PM every day – this is a 98 hour week. Every third Sunday staff were allowed leave from 11AM to 8PM. All unmarried staff were required to live in the Asylum. The Red Book money that is mentioned is money paid to staff who successfully passed the examinations of the Psychological – Medico Association. The core text book was called ‘the Red Book’. The exams, which were not compulsory, were introduced in 1891. This was replaced by the exams of the Irish Nursing Council in 1935. We have seen Ellen Sullivan was one of the first people in the hospital to pass the exam in 1898.

n June a fire occurred in the roof of the new building [St. Kevin’s]. It is believed to have been caused by sparks from the boiler flue. It was speedily extinguished by the Asylum Fire Brigade.

Margaret (Peggy) Aherne. Not listed in Female Attendants Register but listed in minutes for June 1917 as being appointed.

Sean Moylan was a Sinn Fein activist, an IRA commander and a Fianna Fáil TD and minister. From Limerick, he spent most of his youth in Newmarket, north Cork. In 1919, he was arrested from making a fiery anti- British speech and found himself serving 3 months in the County Jail.

In a conversation with a fellow prisoner, the bones of an audicious escape plan were laid down which involved the conivence of most of the prisoners. Word was put out that Moylan was a dangerous lunatic. Indeed, it was suggested to the Prison warders that not only was he a lunatic but that all his family had died in the Asylum. Moylan threw his dinner on the floor and spoke and acted in a very odd way. He played the part so convincingly that by morning the authorities decided to call the doctor. He managed to convince the doctor that he needed to be admitted to the Mental Hospital.
When he arrived there, he wasted no time in implementing part 2 of the daringly escape plan. Helped by a female attendant called Peggy Aherne, he managed to slip away from his ward and escaped over the wall. He went on to play an important part in the War of Independence.
Peggy worked as an attendant in the Mental Hospital from 1916 until she left to get married in 1923. During this time she was a committed member of Cumann na mBan.
Peggy (Margaret) Aherne from Dunbar Street in Cork, is the grandmother of Michael Martin TD – leader of Fianna Fáil.

1919

In February 1919, the staff of the Monaghan Asylum decided that they no longer wanted to work 96 hours a week – every 13th day off and every 4th Sunday. They went on strike – not only that, but they decided to declare the asylum to be a ‘Soviet’ run by the staff and the patients – they put the matron and the RMS out and hoisted the red flag over the building. It was raised in the House of Commons on the 19th of February. The staff and the patients locked themselves in and the hospital ran just as good – if not better -without the management.

The staff wanted a 56 hour week and management conceded to this. By sticking to their guns, they were successful in their claims – like they used to say in OLH back in the day – ‘you can’t beat the warders’. The Union leader was Peadar Kearney – author of the Irish National Anthem

From the John T Collins Papers 1919

“Night duty to start at 9.30, giving a night of nine and a half hours – for six nights would be 57 hours with an extra week on the twelve month would bring them down to 56. This would mean that about eleven of the day staff to relieve each night which would be about once a week – an additional two hours a week for the day staff.

Day staff to take over duty at seven – break at 7.30. This allows one and a half hours for meals – would be eleven hours daily with one full day off an a half a day or five hours from 2.30 each week with every second Sunday off”.

This is an attempt by the Union to find a mechanism which would allow for a reduction in hours to 56 hours per week. Collins was the Secretary of the Cork Branch of the Asylum Workers Union.

1920

Minutes of meeting of Board of Management of the Cork District Lunatic Asylum; In the Chair is Alderman Curtain. This is Lord Mayor Tomas McCurtain, less than two weeks before he was murdered. The Lord Mayor had an automatic right to chair the Board meeting

I have often heard it said that the Hospital was often used by the Old IRA during the War of Independence. I have now uncovered some evidence that this was indeed the case. It will probably take a longer article (which I will get around to writing in due course) to fully understand the role it played. For the time being, I will just post the following articles.

New York Times 19 April 1921
Four Arrested in Cork
Police Raid the Monthly Meeting of the Management of the Lunatic Asylum
Cork, April 18 – Plain clothes policemen appeared suddenly at the monthly meeting of the Committee of Management of the Cork Lunatic Asylum today and arrested four members of the committee. The four were Father Aherne, Councillor Good, Jean Hayes, Sinn Fein Member of the British House of Commons and Alderman Sean Sullivan. All were lodged in the Cork military barracks
Historian Peter Harte in his book “The IRA and it’s Enemies” (p310) tells how …..”women who were seen with [British] soldiers were automatically put into this category [promiscuous]. One such who barely escaped with her life was Mrs Marshall – a soldier’s wife in Cork City. Kidnapped by the IRA in August 1920 and convicted of ‘having given information to the military which led to the arrest of the late Lord Mayor of Cork [Terence McSweeney]‘, she was rescued from the female Lunatic Asylum by an army patrol before sentence could be carried out…”
Harte goes on to say …“In reality, she had nothing to do with McSweeney’s capture….nor according to British army intelligence has she given information of any value… her crime it would appear was to have been a garrison seamstress..”

It is a little ironic that the person accused of informing on Terrence McSweeney should be held captive there, as McSweeney, as Lord Mayor, was also on the Board of Management of the Asylum. His wife, Mary, in her statement to the Military History Bureau (WS637 p 38) recalls …”He was absolutely straight [her husband] and self sacrificing – and I remember how terribly the state of corruption in the Workhouse and the Asylum in Cork worried him when he was Mayor. He said to me once that if only that was clean it would be a greater load off his mind than anything else. But at the time it was the Redmonites who were corrupt, not us [Sinn Fein]…”
But whoever it was that McSweeney was pointing the finger at – we can deduce from another witness statement that he did not lay the blame on the staff. Army Officer PJ Murphy in his statement to the Bureau of Military History in 1953 (WS869) recalls that …. “at that particular time [1919 – 1920] Terence McSweeney was living in Sunday’s Well but spent most of his nights with the RMS in Cork Asylum…” This statement definitely has the ring of veracity about it as Murphy gets the title of the doctor correct (RMS = Resident Medical Superintendent) but uses the vernacular for the Hospital. The RMS at the time was Dr. JJ Fitzgerald 1906 – 1922.
On the night of 23rd of March 1921, police and army raided the farm of Cornelius O’Keeffe at Clogheen. This house was directly adjacant to the Asylum farm at Mount Desert. During the raid six IRA volunteers were arrested and shot – all six young men lived in the immediate area; Daniel Crowley, 23, 171 Blarney Street; William Deasy, 20, Mount Desert; Thomas Dennehy, 21, 104 Blarney Street; Daniel Murphy, 24, Orrery Hill, off Blarney Street, Jeremiah Mullane, 23, 237 Blarney Street and Michael O’Sullivan, 20, 281 Blarney Street. It is remarkable to think that all six were immediate neighbours of ‘Long Con’ Sheehan [see entry Cornelius Sheehan 1899], the asylum attendant shot by the IRA two nights earlier at his home at 298 Blarney StreetCharles Hyde Appointed 19.5.1920. 22 years. 3rd Class Attendant.
